Hello!
This PR relaxes dependency requirements in Cargo.toml and removes Cargo.lock. This will allow up downstream projects to updates the dependencies easier.
This is relevant for a project I'm working on where Dependabot detected security issues with one of the dependencies (namely cranelift-codegen) and we weren't able to update it.
