And download pexports-0.47-mingw32-bin.tar.xz

Unpack it to Python38-32\libs

Copy from python root folder to Python38-32\libs

vcruntime140.dll
python3.dll
python38.dll

Now go at command line to Python38-32\libs and convert dll to lib.a

pexports vcruntime140.dll >vcruntime140.def
dlltool -dllname vcruntime140.dll --def vcruntime140.def --output-lib libvcruntime140.a

pexports python3.dll >python3.def
dlltool --dllname python3.dll --def python3.def --output-lib libpython3.a

pexports python38.dll >python38.def
dlltool --dllname python38.dll --def python38.def --output-lib libpython38.a

Open another command line windows and go there to bitweb-yespower source code folder.

Run at folder - python3 setup.py build --compile=mingw32

It is say - Unknown MS Compiler version ( remember that version as example - 1928)

Edit latest line or add new and save

    msc_pos = sys.version.find('MSC v.')
    if msc_pos != -1:
        msc_ver = sys.version[msc_pos+6:msc_pos+10]
        if msc_ver == '1300':
            # MSVC 7.0
            return ['msvcr70']
        elif msc_ver == '1310':
            # MSVC 7.1
            return ['msvcr71']
        elif msc_ver == '1400':
            # VS2005 / MSVC 8.0
            return ['msvcr80']
        elif msc_ver == '1500':
            # VS2008 / MSVC 9.0
            return ['msvcr90']
        elif msc_ver == '1928':
            # VS2010 / MSVC 10.0
            return ['vcruntime140']
