main: add FIPS feature #192

Currently this feature relies on fips kernel features that are not yet merged. Thus this is experimental for now. Requires to be built against fips-certified packages at runtime. Signed-off-by: Dimitri John Ledkov <dimitri.ledkov@canonical.com>

This is a forward port of #189 to mantic, with new kcapi-hasher checker, which is available in the regular Ubuntu Archive already.
Note this may change in the future, as different modules are certified, and/or if self-tests change. Note that we only build FIPS kernels for LTS releases.
