Feature:

Provides an upgrade route for CEP-18 granting the ability to users to retrieve the new Peregrine cost table (a more expensive deploy, but vastly cheaper costs to entry point calls).

Fix:

Installing the contract now emits a mint event that can be caught to initialize off-chain applications states.
Changed the order of errors in the JS-SDK to correctly reflect the errors in the contract.
