vmtests needed nested virtualization, so they were using ubuntu-latest-4cores-16gb machines. Now, ubuntu-latest also supports nested virtualization so switch vmtest to ubnutu-latest. Signed-off-by: Kornilios Kourtis <kornilios@isovalent.com>
