Enable Windows

During the staged-recipes review, linkages were seen on CI to libraries that were not otherwise included in the dependencies. More discussion in this thread ( conda-forge/staged-recipes#21723 (comment) ). The conclusion was to disable Windows initially and revisit in the feedstock.

With the feedstock now setup, raising this issue to track enabling Windows builds to debug/fix this issue. Then ship packages that work on Windows.
