This was my suggestion regarding the CSS file as discussed in the Moodle forum here:

Thanks for the suggested CSS changes - it looks good when working with a checklist that only includes items based on activities on the current course:

It also works reasonably well when editing a checklist with manually-created items (the standard use case):

But it doesn't work so well when editing one of those manually-created items:
image

In this case, the controls disappear off to the right-hand edge of the screen (needing scrolling to reach them).

I'm not sure if there is an easy solution - it might require some adjustments to HTML of the page, rather than just to the CSS.
