This PR replaces the Bash script in #977 with a more sophisticated Node.js script to update each @dfinity npm dependency to its latest version.

Progress:

Add top-level update-packages npm script
Detect and replace @dfinity npm packages without changing formatting
Show which versions changed in each file after running the script
Update lockfiles after bumping the versions
