Reassign deprecated Chain ID 890 to MarsChain Mainnet

The previous network registered under Chain ID 890, Capital Exchange, was officially marked as discontinued and deprecated through PR #8332:

That PR was submitted by the original Capital Exchange project account and merged into the master branch in commit 1916a4e87e19a5c17c285fb0913fe1ae914a650c.

MarsChain is an independent, active EVM-compatible Layer 1 mainnet that currently operates using Chain ID 890.

If you guys approve you can delete 890 entry (from us previously added). The replay-attack concern is low to no risk for this pre-used chainid. I can mark the (old) file entry for deletion. Whatever you guys choose; either keep it or replace it for their MarsChain.

I noticed that PR #8592, which also reassigns a previously deprecated Chain ID, has now been reviewed and merged.

Could you please take another look at PR #8578 when you have time? This PR reassigns Chain ID 890 to MarsChain after the previous network was officially discontinued. The former project account has also confirmed that the old Chain ID 890 entry can be removed if needed.

The shortName conflict has been fixed, and the MarsChain icon metadata has been added. Please let me know if any additional changes, verification, or CI steps are required.
