cmake: use mimalloc instead of nedmalloc #5189

Just like in the regular GCC (MINGW) build, let's do the same in the CMake (Visual C) build.

This is a long-overdue companion patch to
#4013

to conveniently send your Pull Requests commits to our mailing list.

For a single-commit pull request, please leave the pull request description
empty
: your commit message itself should describe your changes.
