fix: export RULES_PROJECT and RULES_TARGET in GitLab dotenv report - #10

Downstream jobs routing by environment (e.g. per-target S3 buckets) need to know which target the pull resolved, which until now only existed inside the pull job's shell. Exported in both the changed and no-change paths, defaulting the target to 'main' the same way the CLI does. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
