This repository publishes the GOVP organization profile and shared community
health files. Protocol behavior belongs in govp-protocol/govp; rendered
documentation and the browser verifier belong in govp-protocol/govp.io.
The profile repository must never contain production records, secrets, signing keys, personal data, private service names or product source code.
