This MR adds the possibility to disable the automatic layer disabling, by configuring the
layer-toggle-timeoutto0.I had some uncertainties about why
layer-toggle-timeoutis used to calculate an interval to check forlast_mv_within_ms. If there is a reasoning behind why we shouldn't uselayer_toggle_delay_msinstead, please tell me.
