ci: add a QEMUv8 check job built with Clang

The CI image on the Docker Hub has been updated to contain Clang 18.1.7
in /usr/bin [1] [2]. Let's add a job to build OP-TEE with this compiler
and run the test suite for arm64 (QEMUv8).
