Release workflow additionally builds rpm packages and uploads them to the release.
This workflow improvement build rpm for RHEL 9 and its variants.

This PR introduces github workflow that is triggered by publishing new release.
The workflow builds
keycloak-httpd-client-installrpm packages and attaches them to the release assets.
