This PR skips the
test_qiskit_get_rigetti_qpu_targetstest case ifrigetti.qpu.ankaa-2target is not available in the Azure Quantum Workspace, and emits a warning if that is the case.Motivation
Our E2E test pipeline was failing since the
rigetti.qpu.ankaa-2target is no longer available in the plan that we use for internal testing.
