Replace sigabbrev_np with strsignal. sibabbrev_np is not available before glibc 2.32. Change-Id: Ia031b760d8267d3dfd96a97fac28f373c57ac3cc
Additionally, remove sysroot patching as the 18.x LLVM toolchain releases are built for Ubuntu 18.04. Change-Id: I954b5e2f4dba7109e3deb3aa47d5011eab20e2bc
