Remove City dashboard link from covid-19-vaccinations.md

PDPH doesn't have a dashboard anymore, and this link is to an outdated URL. The updated COVID vaccine data page on phila.gov pushes users to look up data on OpenDataPhilly, so this link is no longer helpful.
