What is the current behavior?

https://github.com/Qiskit/qiskit-ignis/blob/dd2c9265603329662f67a59a0e47744685b430d0/qiskit/ignis/characterization/calibrations/pulse_schedules.py#L27-L29

drives, inst_map, and meas_map should be supplied otherwise the program crashes. same for drag_schedules.
