Per title - this PR is just the first one in the process of merging
helm-project-operatorandhelm-lockerinto this repo. The main goal of splitting up the work across multiple PRs is to make them more digestable.This PR will mainly be moving files around to match what organization we expect to use once merging sub-packages.
