The master branch does not accept pull requests - it is the current stable release. Only the development branch accepts PRs.

Wouldn't it make sense to make development the default branch to merge into, instead of master?

The policy was intentionally set by the BIDS maintainers after discussion. While we run many regression checks on small validation datasets, major releases are also laboriously tested by clinical teams that are unable to share datasets. The rationale is that users need to explicitly request experimental features to reduce the risk of unintended consequences.

I don't follow. I'm not discussing the policy, which I understand is that development happens on the development branch. I'm saying that the development branch should be the default branch to merge into (in the GitHub repository settings). How would that not be compatible with the policy?
