Address #4237

Tested (run the relevant ones):

  • Manual tests: sky launch --cloud=aws --region=us-east-1 --image-id=ami-067488afb687fa019 and sky launch --cloud=aws to make sure no unattended upgrades running by checking sudo systemctl status unattended-upgrades
