  2. Add UserSettings model 

    Add a new UserSettings model to house custom user-specific settings.

Also include a django_extrafields module to better split generic code
from Thunderstore-specific code, such as the SafeOneToOne field from
this PR that slightly alters OneToOne behavior to return None instead of
erroring.
