Add support for automatically listing common packages (e.g. modloaders) to the newly created communities. For safety, include a known set of valid values rather than allowing arbitrary inputs.

The community schema now supports the autolistPackageIds field, which can be used to specify packages that should be listed automatically in a community when the schema syncs.
thunderstore-io/Thunderstore#1039 should likely be accepted first.
