Ruff 0.16.3 started flagging the keyword-argument form of Popen, so the fresh subprocess frontend now trips subprocess-without-shell-equals-true. The call builds a fixed argv from sys.executable and the backend arguments and never goes through a shell, so record that instead of restructuring the call.
