Replace SED command to update templates with fill-jinja python script

• Replace the SED command with a fill-jinja python script used in main_aqm of SRW and RRFS-workflow.

Anticipated changes to regression tests:

• Is baseline change expected ?

• apply_incr.fd (NOAA-PSL/land-apply_jedi_incr)
• ufs_model.fd (ufs-community/ufs-weather-model)
