HPV 0.9.26 does not work with OH3! You need 0.9.27 for OH3, or the latest APK from the master branch as long as 0.9.27 has not been released!
For parts of HPV's functionality it is important that certain Android settings are correctly set. Sending values to openHAB or reacting to commands sent by openHAB need a working WIFI connection (even when the device is in stand-bye). It is also important that Android must not apply any power saving mechanisms to HPV.
All of this has to be configured in the Android settings. How this looks exactly varies from device to device and can not be exactly described here for all devices.
