Notifications on state change

For all function that report a state (like the http test feature), you can configure messages to be sent at each notification changes using the following settings keys:
notificationWhenStateTurnOKnotificationWhenStateTurnNonenotificationWhenStateTurnWarningnotificationWhenStateTurnErrornotificationWhenStateTurnUnavailable
Each of those keys support the usual translation system.
