The old HAL API documentation is no longer needed. It is already replaced by the new man pages. This PR removes the legacy man-pages and updates translation references and API listings in the component documentation. The additional reformat in the components.adoc allows the HTML post-processing to create proper hyperlinks to the API man-pages.
