HCC 除 Core Member 外，不界定正式成员。此处考虑修改为“任何人”。

如果任何人都能创建项目可能会造成一些管理上的困难。
鉴于未来加入俱乐部的门槛已经大大降低，个人认为应该依然保持“正式成员”的限定。
正式成员指：通过加入流程，进行过信息登记的成员

这样的话，一个未加入俱乐部的新人要创建项目组，他需要先加入俱乐部，流程上是重复的。
