Fix ECR Token Refresh Job (#23157)

• Add workaround for ECR job dependency resolution

• Use venv to isolate dependencies and update said dependencies to be compatible with the latest ubuntu-latest image

Add awscli deubgging step

Explicitly install awscli

Separate venv setup into its own step for clarity

Pin awscli dependency version

Upgrade botocore
