[Main] Forward port version logic change in install binary workflow #1739

Description

I had previously missed extracting and setting the version in the install binary workflow. This resulted in failures on the 2.x line since it was still trying to install the plugin zip into 3.0.0 OSD. That was since fixed, and this PR forward ports the change. It's not strictly necessary, but for consistency so the files are the same.
